Why do we spend so much tax payer money to create plans we don't follow?

we need to strongly encourage our leadership

to follow their own guidelines which are detailed in the following development plans, otherwise, why did taxpayers spend so much money to create these documents, processes, and plans to preserve farm land, only to throw them out the window when someone dangles a few $$$ in their face......
